In general, this is the strongest legendary choice for Venthyr players. The Magistrate's Judgment provides a chance for Judgment to reduce the cost of your next Holy Power spender by 1. It is available from Xav the Unfallen in Theater of Pain. This is one of the better choices for Kyrian players as if you get 3 procs from Ringing Clarity you will get 2 stacks of the Holy Power reduction. Of Dusk and Dawn is a good all-around legendary. Relentless Inquisitor is a good all-around legendary. It works well if you play multiple Paladin specs. It will lose value if you let your stacks drop repeatedly. It does not affect the propreties of your initial Divine Storm , which is still capped at 5 targets. It is available from Oryphrion in Spires of Ascension. This can be a good choice for Mythic Keystone content, however other options such as The Mad Paragon and The Magistrate's Judgment offer competitive alternatives depending on your group's composition and your covenant choice.

Vanguard's Momentum is more competitive after buffs in 9. It is available from Sire Denathrius in Castle Nathria. The base you apply a legendary to are created by various Professions. Divine Judgment talent has been removed. Divine Purpose has moved to take the place of Divine Judgment. Holy Avenger takes the place of Consecration. Seraphim takes the place of Wake of Ashes in the talent tree. Costs 3 Holy Power and amplifies your secondary stats for 15 seconds. Consecration is now baseline. It deals an extremely negligible amount of damage and does not generate Holy Power.

Wake of Ashes is now baseline. It now generates 3 Holy Power and deals greater damage to your primary target. This is not a nerf. The amount of damage gained is equal to the 2 Holy Power reduction.

Does reduced damage to secondary targets. Word of Glory is now baseline. It no longer has a cooldown and it only heals a single target. Healing Hands takes the place of Word of Glory. The Lay on Hands portion is not too useful. The Word of Glory buff based on missing health makes this talent viable. Sanctified Wrath takes the place of Divine Purpose. Light's Decree as a talent with uncapped AoE. Inquisition has been removed. Final Reckoning takes the place of Inquisition.

Uncapped targetable AoE causing affected targets to take increased Holy damage from our Holy Power finishers. If we must hold onto this cooldown, we benefit from the passive effect that causes a low amount of Holy damage and increases the damage of our next Holy Power spender.

We did lose the guaranteed crit to our first Templar's Verdict or Divine Storm which was originally introduced to compensate for the GCD. Greater Blessing of Kings removed. Oh, and Auras, as of the pre-patch, are on our beloved friend, the GCD! Last time I felt so mistreated as a Retribution paladin Ghostcrawler was saying I was being " nerfed to the ground baby ". What kind of paladin do you have to be to see someone about to die, and instead of thinking "oh I can save them", go "oh I should turn on Retribution aura so I get a damage buff when they die"?
