Transformers, of course, had Starscream, while in the G. Joe , the two worked together. The two baddies, both wanting to overthrow their leaders, decide to unleash a giant robot called Bruticus. The plan ultimately works out for Destro, as Cobra Commander winds up trapped under a pile of rubble thanks to Bruticus and the Baroness kills the helpless leader. Nor does it work out for Cobra, who are defeated. Yo Joe! Joe and Transformers had their well-armed fancy fliers.

The Joes had their take on the scissor-winged F, the Skystriker, while the Decepticons originally had three military-style jets, known as Seekers. But he is a dick with a big set of balls. And when this is your boss; them balls are giant cluster bombs. No one ever really wants to be friends with a dick but they do tend to attract fans. But there is something mildly admirable about a guy who can scheme and plot and make no bones about it. Part of what makes him entertaining also is knowing that he is wildly unable to back up his boastful claims to take control. Starscream is a dickish underdog; like Rudy. Nearly every second of his day, Starscream is scheming to take power from Megatron.

Even the Armada version of him the version that was the most noble and the least scheming version attempted to wrest control from Megatron eventually. However, no matter what he does or what he thinks Starscream will never be able to truly wrest control away from his megalomaniacal leader. We all know this and so in an odd way his steadfast refusal to give up makes him somewhat admirable.

The same reason people still remember and love Cobra Commander is the same reason they love and remember Starscream; because Chris Latta was ridiculously talented and that voice was immediately memorable. Never doubt the power of nostalgia. But when you think about the classic series only three voices stand out: Prime, Megatron, and Starscream.

Or, better yet, create his own army.

He took a bunch of parts from some old military vehicles, then stole some personality components from some old Decepticons he found when he flew over to Cybertron.

He took the personality components, put them in the cars, put two and two together, and voila! Starscream finally has his very own army to rule over however he oh so pleased to do with! In all of the numerous iterations of the Transformers franchise that have been spun off in movies, television, comic books, novels, etc, one remaining constant is that Starscream is, and always has been, Megatron's second-in-command.

There is one iteration of the character that felt the need to tweak this origin just a bit. Granted, Starscream is still the same old Starscream. He is still the same crazy old bat who seems hell bent on overthrowing his master to take power all to himself the more things change, eh?
